Early Intervention Services
Early Intervention Services are defined as services provided through Part C of the Individuals with Disabilities Education Act (IDEA) (20 U.S.C. § 1431 et seq.), designed to meet the developmental needs of each child and the needs of the family, to enhance the child's development. Federal Part C regulations require that Early Intervention Services must be provided in natural environments for the child, such as the home and community settings. Part C of IDEA provides federal funds to states based on population size. The intent of these federal funds is to ensure an adequate infrastructure (monitoring, training, data collection, due process, etc.) and direct service provision. By law, Part C funds are to be used as “payer of last resort” for direct services to children and families when no other source of payment is available.
The DMAS Maternal and Child Health Specialized Services Unit recently worked with the Early Intervention program to change the way funding for Early Intervention Services is provided from Medicaid and to reduce the overall cost of Virginia’s state funding for these services. The new Early Intervention program will help to effectively provide treatment to children at risk for developmental delay and will ensure that the federal Early Intervention or Part C funds are used in accordance with federal policy requirements.AN IMPORTANT MESSAGE FROM GOVERNOR TIM KAINE
