Brain Injury Steering Committee


The Brain Injury Steering Committee was composed of individuals with a wide variety of experience and interest in the brain injury community to include providers, family members, individuals with lived experience, clinical, professional, managed care entities, and state agencies. They acted as the general steering committee and reviewed materials from all sub-workgroups and provided input and comment on the final recommendations to the Department of Medical Assistance Services (DMAS) Director.

To address The Virginia Acts of the Assembly – Chapter 224 Enactment Clause 1, 308 CC.1-2 and develop cost impacts for waiver and facility-based services, DMAS, in conjunction with the workgroup, assessed and developed the following service structure rules. DMAS contracted with a rate development contractor and technical assistance resource to design various program elements including:

  • Service definitions
  • Administrative structure
  • Eligibility criteria
  • Provider participation requirements (licensing/accreditation and staffing qualifications)
  • Population prevalence
  • Service setting options
  • Reimbursement rates
  • Federal evaluation requirements
